With an overall rating of 4.44, Paycor earned perfect marks in user popularity and in our Expert Opinion criteria. However, it scored the lowest in HR Benefits because while it provides the essential tools you need to manage employee information, staff attendance, payroll, training programs, and performance reviews, it doesn’t file state new hire reports for you and lacks a PEO option—something Rippling, ADP, and Paychex offer.

It’s reasonably priced, easy to use, and has most of the essential HR Benefits a small business needs including managing employee information.

Whether you need health benefits, check to see if Gusto offers them in the state or states you require before buying. As of this writing, its health insurance coverage is restricted in 39 states. Except for People by Zoho and BambooHR, which do not give benefits in all 50 states, the rest on our list provide benefits in all 50 states.

Scoring 4.24 out of 5 in our evaluation, Gusto earned perfect marks in pricing, reporting, and popularity among users. It would have ranked higher on our list of the best HRIS platforms if not for its basic job postings and lack of Management of learning tools.

ADP Run is just one of the many offerings ADP has for small businesses. With over 70 years of experience in HR and payroll, it can handle the simple payroll needs of small businesses. With ADP Global, you get a fuller set of international payroll and HR Benefits than any of the HRIS systems in this guide (Gusto and Rippling also have global payroll capabilities, but only for processing payments of international contractors).

Furthermore, the ADP Workforce Now solution offers medium to big enterprises with customizable choices and strong HR and payroll solutions. If you need experienced help with HR and payroll administration, you may opt for its full PEO solution.

ADP Run scored a score of 4 or above in virtually all of our categories, earning an overall score of 3.68 out of 5. While it offers a comprehensive set of HR and payroll functions, it does not publish price information online, which lowers its total score. Furthermore, the software is not as user-friendly as, example, Gusto or Zenefits, despite the excellent mobile app.

If you require international HRIS services, you’ll have to switch from ADP Run to ADP Global, but this is the only vendor on our list that can assist. In over 140 countries, services include recruiting, onboarding, payroll, and local law compliance support. Along with Rippling, it’s on our list of the finest international payroll providers, albeit Rippling exclusively works with overseas contractors.


HR Benefits

ADP Run has HR tools for the entire employee lifecycle. It offers recruitment and onboarding tools, including background checks and job postings to 25,000+ job sites (none of the other HRISes in this list offer a wide job posting reach). Its higher-tier plans include a team of HR professionals to provide expert advice and help you manage compliances. You also have access to learning and Management of performance tools. Similar to Paychex, Rippling, and Gusto, ADP has a full-service payroll solution, which includes tax filing services (but Tax reporting towards the end of the year is more expensive.). You can pay by direct deposit, check, or Wisely direct debit card—Paychex and Gusto also offer debit card options. You can even pay international employees (Gusto and Rippling only pay international contractors). In addition to pay processing tools, you can get its benefits management and time and attendance modules as paid add-ons.


Mobile app

Your workers may access their pay stubs, tax forms, time sheets, and benefits information while on the road using ADP Run’s mobile applications (for iOS and Android smartphones). Its applications, like Paycor’s, are among the best-rated on our list, with 4.6 out of 5 stars on Google Play and 4.7 out of 5 stars on the App Store at the time of writing.

People by Zoho is an excellent choice for businesses on a shoestring budget that are willing to put some time into learning software. It offers a free plan for under five employees, which comes with basic employee data management and PTO monitoring solutions. The other HRISes we reviewed don’t have a free option.

What we also like about People by Zoho is the affordability of its paid options—you only spend around $1.50–$10 per employee monthly. Unfortunately, you can’t get payroll outside of India, and none of the plans offer HR advisers on staff. However, if you need to manage shift workers or bill clients for jobs, this software has a lot of built-in tools to make it easy.

Scoring 3.56 out of 5 in our rubric, People by Zoho earned ratings of 4 and up in reporting, pricing, and our Expert Opinion. What pulled its scores down is its lack of a PEO option, HR consulting services, and benefits options (Rippling, ADP, and Paychex offer this). It also doesn’t have payroll features that work in the US—a functionality that many of the software we reviewed provide either as paid add-ons or in their core platforms.

The onboarding portal walks employees through policies, setting up profiles, signing documents, and more. However, if you want an expansive job posting reach, consider ADP as it can post your jobs to more than 25,000 job sites.


Employee supervision

From shift scheduling to performance reviews, your managers can efficiently manage employees through People by Zoho. Aside from planning work shifts, it provides Management of performance solutions for setting goals, identifying skills, conducting self-appraisals, and collecting peer feedback. There’s also an online tool for receiving and responding to employee queries and complaints.

People by Zoho has customizable workflows and approval processes, plus a Management of learning system that includes online, classroom, and independent learning—although, we suggest Paycor if you want to inject gamification into your training programs. Its communication tool is similar to Slack for employee chat, and you can send employees announcements, host forums, and share HR and/or business manuals for employees to access through the system.


Pre-payroll software

While the payroll plan offered with People by Zoho is listed specifically as the India version, it offers Pre-payroll software to help automate and streamline processes. With People by Zoho, you can monitor employee attendance and add geolocation restrictions to ensure that workers clock in for work within the GPS parameters you identified. Apart from time tracking, it also allows you to approve time sheets, track and grant PTO, and manage expenses and salary advances.

We gave the best marks to programs with a yearly budget of less than $5,000 for 15 people. Transparency and unrestricted payroll were also given points. In this category, Zenefits and Gusto came out on top, with Rippling coming in second.

Most HRIS for small businesses cover the basics: employee communication, onboarding, Management of performance, and the handling of benefits and PTO. Others include payroll, and many have strong Management of learning systems. In choosing the best HRIS, you need to consider price vs features and whether its solutions cover your current needs but have the ability to grow with you.

We suggest Rippling for most small enterprises. Its modular structure allows you to create your HRIS using just the tools you need. It offers PEO and foreign contractor payroll services, as well as being user-friendly and well regarded. Rippling is a great way to get started.
